Notice on HDC Application Requirements for Passengers Who Have Been Vaccinated or Have Infection Record of COVID-19

In order to prevent the trans-border spread of COVID-19, all foreign passengers traveling to China are required to apply for the Health Declaration Code (HDC) through the website https://hrhk.cs.mfa.gov.cn/H5/ according to relative requirements. Passengers who have been vaccinated or have infection records of COVID-19, please follow the requirements:

I. Passengers inoculated with inactivated vaccines

a. China's SINOPHARM and SINOVAC vaccines are inactivated vaccines, and the prescribed doses are two.

b. If your latest test results (collecting sample within 48 hours before boadring) are shown as rt-PCR and Serum IgM Antibody both Negative, you shall apply the HDC code by normal procedure. Please upload the vaccination certificate when applying for the HDC code.

c. If your latest test results (collecting sample within 48 hours) shown as rt-PCR Negative and Serum IgM Antibody Positive, please download, fill out and sign the "Letter of Commitment on COVID-19 Vaccination" (find attached), and upload it with the vaccination certificate when applying for the HDC code.

II. Passengers inoculated with non-inactivated vaccines

a. AstraZeneca and Pfizer vaccines are non-inactivated vaccines, and the prescribed doses are two.

b. If your latest test results (collecting sample within 48 hours) are shown as rt-PCR and Serum IgM Antibody both Negative, you shall apply the HDC code by normal procedure. Please upload the vaccination certificate when applying for the HDC code.

c. If your latest test results (collecting sample within 48 hours) are shown as rt-PCR Negative and Serum IgM Antibody Positive, you shall test the Serum IgM Antibody to N-protein (Nucleocapsid protein) additionally, and clearly reflected in the test report. It is recommended to consult relevant testing agencies in advance whether they can do the N-protein testing.

Please upload the "Letter of Commitment on COVID-19 Vaccination" (find attached), vaccination certificate, and test report of Serum IgM Antibody to N-protein with other relative documents for applying the HDC code.

III. Passengers who have infection record of COVID-19

Passengers who have been diagnosed with COVID-19 by a medical institution, or who have not been diagnosed but have tested positive for any of the rt-PCR, IgM, or IgG Antibody test (not including positive test result due to vaccination) are considered to have infection record.

If such personnel need to go to China, please provide the diagnosis certificate issued by the local hospital with the lung CT or X-ray results, and the twice negative nucleic acid tests with a sampling interval of more than 24 hours, and send the above materials to the Email: consulate_png@mfa.gov.cn.

After manual review and email replyed, please self-quarantine for 14 days and test rt-PCR and Serum IgM Antibody (collecting sample within 48 hours before boarding), and apply for the HDC code with relative materials.

IV. Other matters

a. There is no direct commercial flight from Papua New Guinea to the Mainland of China. If you need to transit to China through a third place, you shall only transit through one place in principle. Please upload the connecting flight ticket and transit visa (entry permit) of the transit country with test reports when applying the HDC code.

The HDC code issued by the Chinese Embassy in PNG is only valid for the first flight. Please strictly abide by the policies of the Chinese Embassy (or Consulate-General) in the transit place, ensure that you can enter the transit country for testing, and apply for the HDC code for the flight to China from the Chinese Embassy (or Consulate-General) in the transit place.

b. The vaccination certificate must be issued by the vaccination agency, signed by the vaccination medical staff, and stamped with the agency seal. The Chinese Embassy in PNG will verify the test report, vaccination certificate, and other materials with the issuing agency. Applications with inaccurate declarations, fraud test reports, or vaccination certificates will not be approved, and all subsequent consequences shall be borne by relevant applicants.
